Contracts, Asset Transfers, and Sanctions Evasion
Officials and affiliated companies may have engaged in bribery and legalization of criminal proceeds through contracts for infrastructure projects in occupied territories, asset transfers, and schemes to circumvent international sanctions. These actions fall under Articles 290 and 174 CC RF.
Text of Articles 290 and 174 CC RF
Article 290. Receiving a Bribe
1. Receiving a bribe by an official for actions or inaction in favor of the giver — punishable by fine or imprisonment up to 3 years.
4. In especially large amounts — fine of 3–5 million rubles or imprisonment for 7–15 years with an additional fine up to 70 times the bribe amount.Article 174. Legalization (Money Laundering) of Criminal Proceeds
1. Conducting financial transactions with money or property obtained by criminal means to give them the appearance of legality — punishable by fine or imprisonment up to 2 years.
4. In especially large amounts or by an organized group — imprisonment up to 15 years.

- Infrastructure contracts: Companies may have received large sums for projects in Crimea and Donbas without competitive procedures or oversight (confirmed by OSINT and investigative journalism).
- Asset transfers: Funds were moved through financial structures and international schemes — disguised as legitimate projects.
- Sanctions evasion: Use of complex corporate schemes and deliveries through occupied territories.

Connection with Federal Law №115-FZ
- Articles 3, 7: Mandatory client identification, monitoring transactions over 600,000 rubles, prohibition of legalization of criminal proceeds.
- Violations: Financial institutions may have failed to block suspicious transactions.
Qualification and Liability
- Art. 290, part 4: In especially large amounts — imprisonment 7–15 years plus a fine up to 70 times the bribe amount.
- Art. 174, part 4: Organized or especially large-scale legalization — imprisonment up to 15 years.
- Subjects: Officials and companies involved in large financial operations in occupied territories.
- Evidence: Verified government contracts, investigative journalism, EU/US sanctions lists.
International Context
Bribery and legalization of criminal proceeds in occupied territories are considered support for aggression under Art. 3(g) UN GA Resolution 3314. Condemned by UN GA Resolution ES-11/4 (October 12, 2022), which calls for cessation of economic support to occupying authorities.
